Any further suggestions would be appreciated. I've been getting the same problem no fixes I've found on the internet sort this, I've uninstalled and reinstalled twice. For me, it seems that changing from fullscreen mode to borderless windowed resolved the bug.

I think the new steam update broke it, either that or fallout 4 did it if it update it itself with the new DLC's coming up.
